
TBMM Approves: Property Tax Value May Increase Up To Three Times; Consequently, Title Deed Fee Triples Warning Issued
ANKARA, Turkey – A new regulation approved by the Turkish Grand National Assembly (TBMM) will significantly increase costs for property and title deed transactions starting in 2026. The regulation makes December 31, 2025, a critical final deadline. This affects citizens who have purchased property but have not yet finalized their title deed.

The new legal framework sets a ceiling on the method used to calculate property tax value, effectively formalizing a massive surge in valuation.
- Valuation Cap: The new regulation applies a maximum limit to the building and land tax base values for 2026. Accordingly, the values used for property taxation in the new year can be a maximum of 3 times the 2025 tax values.

Certified Financial Advisor Abdullah Tolu emphasized that title deed fees (Tapu Harcı) will increase parallel to the rise in the property tax value. Therefore, the warning that the Title Deed Fee Triples is critical.
- Current Practice: Many title deed transactions use the property tax base value (rayiç bedel) instead of the actual sale price. Consequently, the increase in the property tax value directly impacts the fee amount.
- Cost Example: For example, a residence whose 2025 tax value is 3 million TL will have its 2026 tax base value hit 9 million TL.
- Fee Surge: The total title deed fee (4% total), currently 120,000 TL, will soar to 360,000 TL in 2026. In this situation, the buyer and seller will each pay 180,000 TL.

Financial Advisor Tolu issued a clear warning to citizens who wish to avoid paying the drastically higher title deed fees.
- Final Deadline: Property owners who have not yet obtained their deeds must complete their transactions before December 31, 2025.
- Comparison: Tolu advised citizens to compare their actual purchase prices with the new property tax values effective in 2026. For this reason, citizens must act quickly.
Following the regulation where the Title Deed Fee Triples, property tax values will continue to increase annually between 2027 and 2029 by adding the revaluation rate to the previous year’s tax value.
