1. Helmet and Goggle Requirement (Primary Safety)

Wearing a protective helmet and safety goggles is now mandatory for all drivers of the following vehicle types:

  • Bicycles (Including traditional pedal bicycles)
  • Electric Bicycles (E-Bikes)
  • Motorized Bicycles (Mopeds)
  • Motorcycles (All categories)
  • T3 Category Tractors manufactured after 2001 (This includes many modern, high-speed utility vehicles, extending safety requirements into the agricultural sector).

2. Protective Gloves Requirement (Secondary Safety)

The mandate for protective gloves aims to safeguard the hands, often the first point of impact and injury in a crash:

  • Mandatory: All motorcycle drivers and passengers (riders sitting in the back).
  • Exemptions: Three-wheeled cargo motorcycles and enclosed-cabin vehicles are excluded from the glove requirement.

The Ministry of Interior has clearly defined the financial and punitive consequences for failing to adhere to the New Traffic Rules Turkey:

  • Fine: Drivers caught operating a vehicle without the required protective equipment (helmet, goggles, or gloves) will be subject to a 993 TL administrative fine (KTK Article 78/1-b). Furthermore, the same fine applies to the driver if a passenger fails to wear their mandatory helmet.
