FOREIGN ENGINEER WORK PERMIT – TERMS AND CONDITIONS

With the provision of the latest law no. 6735 namely International Workforce Law, Article 21- the issue of work permit for foreign engineers and architects is specified.

It is provided that any foreign engineer and architect may work in Turkey in project-based works or as temporary workers if they have already gained their titles by completing their education in one of the faculties of engineering or architecture at a university in Turkey, or, any other institutions of higher education abroad which are accepted by relevant Turkish authorities and Turkish Council of Higher Education. Thus, providing opportunities is aimed for all foreign engineers and architects who are counted as qualified personnel and who undertake the key roles at the top-line projects performed in Turkey.

ARTICLE 21- (1) According to the law, foreigners who who have gained the titles “engineer” and “architect” by completing their education in one of the faculties of engineering and achitecure in Turkey or any other institutions of higher education abroad which are accepted by relevant Turkish authorities and Turkish Council of Higher Education, may perform their professions with the work permit, working project based or temporarily.

Attention:  : There are two obligations to the firms that will apply for their foreign personnel’s work permit: YÖK (Turkish Council of Higher Education) Accreditation, and registry for Chamber of Engineers. No matter what the title is, Sales Engineer, Food Engineer, Software Engineer, Civil Engineer, Mechanical Engineer; if the foreign personnel applies for the position of any of the engineering branches, they must have “YÖK” accreditation.

HOW TO GET WORK PERMIT FOR FOREIGN ENGINEERS?

Ministry of Labour and Social Security is in charge of giving permission to foreign workers. For foreign engineers, a “Certificate Accreditation” that is eligible for Overseas Higher Education Certificate Legislation of YÖK (Turkish Council of Higher Education) is required.

Applicants must have the documents which indicate that they have been working as an engineer, that they are a member of the trade body, and they have not been prohibited from their professions. The documents must belong to a date at least six months before the application. The original copies of the documents must have the apstille stamp from the applicant’s own state’s administrative unit. Applications can be done online yet the documents must be on paper.

Applicants must have their documents approved by Turkish representative offices that are settled in their country before sending them to Turkey. The applications for work permit are finalised within 30 days providing that the documents are in order as required. The applicants are informed in case of any lack on papers so that they can supply their documents correctly. 30-days period starts the day the documents are sent to the Ministry without any lacks.

The workplace that the applicants apply for must have at least 5 Turkish employees and must document these workers’ SSK (Social Security) pay rolls. Minimum wage standards after the application are considered while amount of salary is offered by the employer. The criteria for the payment of foreign engineer work permit is at least quadruple the minimum wage. It is obligatory for companies who employ foreign engineers to also employ at least one Turkish engineer. It is necessary to specify that the salary will be at least quadruple the minimum wage. The original certificate of engineering must be submitted to the Ministry while applying.

These criterias are not applied to Syrian Engineers who have Turquoise ID Card.

  1. Dear Sir or Madam, I hope you are doing well. I have one question, and I would really appreciate that if you answer it. I graduated from one of the Turkish universities last year as a successful civil engineering student. However, sadly, I haven’t succeeded to find a job in Turkiye yet.

    My question is that as a civil engineer if I want to work in Turkiye, what is the minimum amount of salary, a Turkish company should pay for me so that they can get a work permit for me? Please answer my question as soon as possible.
