Can Foreigners who Have Entry Ban for Turkey, Enter Again Without Paying the Administrative Fine?

Firstly, you should know it will be beneficial for you and your family to live in Turkey legally and stay in the country for the duration of your stay in accordance with the purpose of your visit. If you have exceeded your legal stay in Turkey or if you have an invalid visa, residence permit, etc. If you are in the country with a visa, and you leave the country without paying your administrative fine, it is likely that you will be banned from entering Turkey for certain periods. There are legitimate visa and administrative lawsuits to remove this decision for foreigners who have been banned from entering Turkey, and we have already mentioned these issues in detail in our related article. In this article, we will briefly talk about whether it is possible for foreigners to re-enter without paying administrative fines after the entry ban.

There Are Two Different Alternatives

Foreigners who violate the legal right to stay in Turkey can be banned from entering Turkey for a period of 3 months, 1 year, 2 years or even 5 years if they do not pay the administrative fines when leaving the country. Returning to the country is a very difficult process for foreigners who have been banned from entering Turkey. In this way, it is not possible for foreigners who are temporarily banned from entering the country to come to Turkey and enter the country by paying the unpaid fine on exit before the expiry of the entry ban. For foreigners in this situation, there are two different ways to re-enter Turkey. One of these ways is to wait for the duration of the entry ban to enter the country. After the expiry of the entry ban, it is possible to re-enter the country, provided that the administrative fine is not paid at exit. Another alternative way is to obtain a visa from the Turkish consulate in the country of permanent residence for the foreigner who is banned from entering Turkey. In case of obtaining a visa from the Turkish consulate in the relevant country, it is possible to re-enter the country on the condition of paying the administrative fine that is not paid on exit. As it can be easily understood from these legal processes, it is not possible to enter Turkey legally without paying the administrative fine.

Despite violating the legal right to stay, foreigners who leave the country under the following conditions are not allowed to enter Turkey.

Foreigners who violate the legal right to stay for up to 3 months (not including 3 months), come to the border gates spontaneously to leave Turkey before their situation is determined by the competent authorities, and pay the administrative fines arising from the Fees Law No. 492.
Foreigners who violate the legal right to stay for up to 3 months (not including 3 months), come to the border gates to exit within the time allowed for them to leave Turkey after a deportation decision is taken, and pay the administrative fines arising from the Fees Law No. 492.
Foreign citizens who have exceeded the statute of limitations for more than 3 months and who go to the border gates to leave the country voluntarily and pay the administrative fines are subject to an entry ban between 1 month and 5 years. Given ban times:

Between 3 months and 6 months: 1 month entry ban
In case of expiration between 6 Months and 1 Year: 3 months entry ban
In case of expiration between 1 Year and 2 Years: 1 year entry ban
2 Years – 3 years when expired: 2 years entry ban
When the statute of limitations exceeds 3 years: 5 years entry ban

  1. Hi, I paid the fine at the airport and got a document of being banned 3 month. It will be no problem to enter Turkiye after 3 month?

Hi dear, I’ve had an entry ban for 5 years because I didn’t know my Ikamet was cancelled, I found out at the airport, at the time of my flight the banks were already closed in the airport, so I couldn’t pay the 1000TL fine. I’m an Uzbek national, and I have a 3 month visa free stay in Turkey. What can I do now? My ban will finish next year, but I want to go on a holiday next month. Is it possible to pay the fine once I arrive at the airport? And another thing, my passport has been changed since I had that ban, so it’s in the passport I don’t use, will that make any difference? I have friends, and family there who I need to visit. I’m residing in UAE for the past 23 years.

    1. Hello,

      As the fine wasnt paid at the airport on your departure day and have a re-entry ban till next year, most probably the customer officer wont allow you to enter on conditional entrance even if you pay your fine on arrival. We would suggest you to apply for visa to Turkish Consulate in your residing country, in case if visa will be issued you can enter to Turkey this way.

    If someone has a 5-year ban and the ban expired, can they enter Turkey and pay the administrative fine in the airport? Or do they have to pay it in the Turkish embassy in their country of residence? Where can they pay this fine?

      if the re-entry ban is expired, you can enter to Turkey and pay the administrative fine at the airport.

    I’m not sure if I have an entry ban to turkey or not. I overstayed 2,5 months and I payed 2700 lira fine in the airport. I didn’t quite understand what the officer said (his English was not very good) but he said something about “3 month leave then come back”. So I just want to ask if there is any way to check if i have an entry ban or not?

    I’m a residence from east Jerusalem and was studying in Istanbul and on the 24/09/2016 I travelled to Istanbul and I was denied entry at that time and I was sent back to Tel Aviv with papers saying im refused entry becasue of an entry ban but no one told why im banned.

    So, I’m writing this email to you since I want to ask about the entry ban since it passed more than 5 years since 24/09/2016 and to ask about my situation and if I can travel to Türkiye or if I need to pay any fine before travelling.

  6. I am American and I lived in Turkey for 10 years. Upon my last return from a holiday they did this to me. Locked me in the airport cell overnight and sent me out the next morning. I was happy to leave, despite losing all I had built there, as if they want to be like that fine. There are other places in the world to be a part of. I wonder how Turks would feel if we started sending them back out of the US.
